What does this mean?

My fiance has a credit card with me being an AU.  For some reason, this credit card is checking his scores like every other week.  I just ran one of the CR's for him and this is what it said as to this CC checking his report:
 

02/29/08, 02/25/08, 01/15/08, 01/08/08, 12/07/07, 12/04/07, 11/27/07, 11/13/07, 10/23/07, 10/05/07, 09/25/07, 09/11/07, 09/10/07, 08/07/07, 08/03/07, 07/24/07, 07/10/07, 07/02/07, 05/25/07, 05/08/07, 04/24/07, 04/11/07, 03/27/07, 03/22/07

 

What does that mean?

Is the CC from Amex? They're the only ones that I'm aware of who do that.

Looks like they are checking twice a month, a week apart. Your fiance probably has 2 accounts with the same CCC. Maybe?

No, we only have one credit card with HSBC, but they've been giving him offers for a "second card with HSBC" for awhile now, so maybe that's why.
 
When I checked my scores, they're checking mine constantly too.  While it is under the section that doesn't hurt us, it's annoying that they can check whenever they want.  Is this legal?  I realize that sometimes they might need to if an account is in trouble, but this account is paid/never late since opening 2+ years ago?

They can and probably will soft pull as much as they want - it's the hard INQs that are troublesome.

Its perfectly legal and it doesn't hurt any. You can ask your fiance to opt out of the promotional inquiries that relate to the HSBC offers. The other set of inquiries you probably can't do anything about. More and more CCs are taking a closer look at your spending habits via ARs to see if you are getting in trouble or not. Rate jacking and CLDs are more commonplace now.

No.  They aren't.  Neither of us would even begin to qualify for AMEX.
