It could be that when you request a CLI, your cash advance line doesn't also increase. Right now, I only have a $500 CL for Discover, but I have a $300 Cash advance CL, or 60% of my CL.
+1 The only card I've ever looked at for this is my Cap One card and no matter what my limit gets increased to, the amount I can take out in cast seems to hold steady at $850. It has been at $850 since my account limit was $850, 1000, $1750, $3000 and now $5000
out of 43,250, my cash advance is 22,612. 12,500 of it is nfcu which is my cl. interesting, i could pay off my car and my apr would be half what i am paying now on it

Macy's AmEx = not sure. There's a spot for cash advance charges on my statement, but it doesn't show a cash advance limit.

I don't think it's a lack of trust...more like some issuers don't like to see you use a CC as a cash access line.
My Cap1 and Fifth Third cards are half my CL while on my Discover the CL is $7,500 and the cash limit is $800. So there's that.

I see someone else's chase is 20% also, so maybe the decrease was due to new company policy, or I was somehow above the standard and they finally caught it.

Mine has always been at 20%. You never know though...it may vary with certain cards.
When I first got my Citi secured card it had a 25K cash advance limit. A few months later they sent a correction letter saying they had made a mistake setting the cash advance at the same level as the credit limit and changed it to 20% or 5k. That remained the same after it was unsecured and I converted it to an AA card.
