I never get these, not once in my entire credit journey since late 2011 here on this forum.
Today, I get two:
1) Chase on the CSR (primary card): 4/1/19 - 9/30/19 9.99% Purchase APR before returning to 18.24%.
2) Amex on the BCE (which I never use): 9 months 1.99% Purchase APR before snapping back to 23.24%.
I don't know if this is a shift, sort of an odd one with the recent data released on the rise of CC debt and 90D deliquencies (though didn't state what credit strata these were at only looked at by age) but curious to me anyway.

I dont carry balances so I'm not sure why i'm all of a sudden getting targete.

I'm not quite in the never carry balances camp (though I refinance with a quickness to my HELOC in those time periods) but this isn't one of them which I know Chase knows at least, and I haven't swiped my BCE in years at this point... basically held open with the Zync $10/month transaction as I understand it.
Color me confused, that Amex one is attractive, like there's probably an arbitrage play to be had there and I should go napkin math that out... though really I arguably should've been doing that anyway with 0% cards if I were playing hard.
Hrm, have a decent Experian report, once this new corporate entity is sorted one way or the other I should go start playing games I think... or maybe after the market correction and/or recession the talking heads are starting to babble about again.
No purchases promos here but plenty of BT offers. Even ole PenFed mailed me BT checks twice now...which is rare for them as they've never mailed me checks in previous years.

I spoke a day too soon. This morning I received an email with a purchase promo offer from Chase on my Marriott Rewards (or whatever they're calling it these days) for 9.99% on all purchases from April 1st through December 31st. Don't have any intent on taking advantage but I activated the offer anyway just because I rarely get anything from them.
I got emails from Chase Freedom 6.99% April 1st to September 30th for new purchase
(have to activate)
Also Wells Fargo 0% March 1st to September 30th on all new purchases
(have to activate)
Amex gave me the popup (i think 6.99%) for a couple logins, but dont use the card after they stopped my CLI's
ALso have some good stuff from me Sears card too.
Wondering if the looming credit debt, if swipes are going down and they want to boost them?
It would hurt and make things worse for people already with balances on those cards, but really be
nice for peeps without a balance. I may take advantage of the WF 0%
Obviously my chase freedom has not been used much in years, but my WF card gets regular use but PIF always.
I'm carrying more than usual right now. I've been getting inundated with purchase offers, BT's and personal loans. Amex, BBVA compass, Suntrust, Citi, Wells Fargo, FNBO, Chase, Penfed, BofA, Discover, US bank, William Sonoma and some I've probably forgotten. Sometimes two or three in the mailbox on the same day. I'm sure the mail lady is happy about that!
BBVA, BofA and FNBO seem to be the most aggressive. Glad to have options. Whether I use them or not.
