When is a credit card officially opened?

I'm trying to do some balance transfers to my new Discover card. They say I have to wait 14 days after my account was opened before the processing can begin

 

Does the account officially open on the day I was approved? Or is it on the day I activated the card?

I believe it's approval date. Activating the card is just that, activating the card and not the account itself.

US Bank, Elan, and First National Bank of Omaha, all backdate your account opening to the 1st of the month.

The moment you are approved the account is open and cant be "undone"
