When should I app?

I'm getting itchy to app again, and I was wondering when I might have luck apping again.

I currently have on each bureau 11 EQ, 8 EX, and 6 TU inquiries.

My accounts and opening dates are as follows:

AMEX BCE: 06/2013

Barclaycard Ring: 06/2013

Discover: 08/2013

Citi Dividend: 09/2013

BoA Better Balance: 12/2013

AMEX Blue Sky: 01/2014

BoA Cash Rewards: 02/2014

And my closed accounts are:

BB&T Opened 07/2012 Closed 12/2013

Credit Union: Opened 02/2009 Closed 11/2013

Chase Freedom: Opened 09/2013 Closed 01/2014 (Closed due to APR)

At the moment, my only balance reporting on my CR is on my BoA Better Balance card, at around $27. I might also need to have a balance report on my Blue Sky card, but it'll likely be less than $200.

According to Discover, my FICO is 741. According to Barclays, my FICO is 745. And according to DCU, my FICO is 746.

I'd love to have:

Barclaycard Sallie Mae

Barclaycard Arrival - I tried for this in December and was declined for too many new accounts.

Chase Freedom (but not if it's at 22.99% APR. The absolute max that I'd consider keeping open is around 17%).

The DCU credit card. I tried for this in February and was declined for too many new accounts.

How long should I wait before I app for these? And the even better question, how long should I wait before I try Chase again since they don't negotiate APR? Ideally, I'd like to get their lowest APR since they won't reduce it later.

I'd also like to get a CLI on my Barclaycard Ring, and I'd take a HP to get it. How long should I wait before I ask them for one?

I'd also be willing to take a HP to get a CLI on my Discover. How long should I wait for that as well?

Thanks!

Re: When should I app?

Chase is weird with their APR; after approving me for 2 cards last year, I went for a third which coincidentally was Freedom. They would only approve through reallocation and I expected the worst interest rate. Nope, it came with the lowest APR - go figure. That doesnt help you probably but it was my experience. 6 months is kind of the standard but for better chances probably 12 months from the date you closed it.

Barclays I would wait 6 months from your last new card for the best chances.
