When to ask for recon?

I was just denied (instantly on-line) for Cap 1 cc. Should I call today to request recon, or wait until I have my letter?

I tried very unsuccessful with Cap1, I don't think it's possible actually. I hate them! lol

They pull 3 credit reports and no one with any power to talk to about the computer decided application, that makes me angry
