BECU gave $40K and PenFed gave $39K.
Two issuers granted me starting limits of $25K - Navy Federal (Flagship) and PNC (Cash Rewards)

The highest SL I got on a new CC was $10K on my Chase Amazon last year. I reallocated $5K of that to my $500 CFF. I still find it amazing just how much of a difference in SLs I got on those two Chase cards just seven months in between apps for the cards.
For me the highest SL to date was the Navy Federal Flagship with a SL of $25K, approved back in May 2019
I had to look this up but if I were considering non-creidit union cards, then it would be Lady Discover. SL $14.5K also from June 2019

That's approximately $47,058.39 in 2022 dollars, but that could open quite the rabbit hole. My first POT limit on my first charge card adjusted for inflation would be like $60k. 😂
Capital one spark card came with a 20k limit right from the start which surprised me.
I have a cap one platinum card that's stuck at $700 limit. I always thought capital one just didn't trust me but now I realize it was the actual card that was stuck

Apple Card gave me $1500 starting out.
