As always, don't rely on prequals and tell us what you're looking for from a credit card if you want recommendations. Selecting a card isn't about the card itself but finding cards that suit an individual's specific needs/wants.

With the exception of the first year bonus (and meeting $4K spend could be hard), a $35K income is unlikely to allow enough spending on the card to generate enough points for worthwhile awards, or justify the AF.
If she doesn't travel, there is no need for CSP other than that sign-up bonus. I would recommend the Sallie Mae card and/or BofA Better Balance card.
Also Amex ED is a good card to transition to if you don't want to continue paying the PRG AF

Yeah, exactly. It's not a really thoughtful recommendation, but like everyone said, it would be great if you could describe what your need is and what you want out of the cards we recommend ya.
With your/partner's income level and likely travelling habits, I would PC the PRG to something without an annual fee. However, if your travel/spending supports it, then more power to you. If you could let us know what you're looking for in a card, and what your spending habits are like, then we could provide more targetted suggestions.
