1)should I apply for a chase or another card, OR
2) apply for CLI on Barclay and my local bank. Gotta wait on cap1, as I was an orchard bank member.

I would go for Chase Freedom and Amex Green. It's totally up to you. Some may also suggested that you hit the garden.
I'd try for a CLI from the GE card, $5k should be doable. Once your UT is down and your score hits 680 I'd give Chase Freedom a shot.

If I were in your shoes, I'd wait until May to do anything. Let those 4 INQ fall off, that will boost your score and look much better once you decide which way to proceed. Also, you have a one year anniversary coming up with the Barclay card. Now, I don't know much about Barclay, not having one of their cards, but in general, having 1 year of steady credit and payments would certainly improve your chances with Barclay. Dunno how they are with auto-CLI, but at one year that also could be a possibility. If nothing else, you'll be in a better position to request a CLI, and even if you're denied (which hopefully you won't be!), you'll be in a much better position to present your case FOR a CLI if you do a recon.
