All things being equal who most likely would give a higher credit limit? (My specific data 720-760 FICO8, 45% UTI, total monthly debt/housing payments is ~25-28% of gross income)
Looking at Citi Double Cash vs Amex Blue Everyday.
My vote would be Amex, and even if the SL is on the lower end it's generally easier to grow limits with Amex.

For me the Amex is much better on both starting and growing.

I go with joe. Amex will do a cli at 91 days too. They also go 3X on cli.
Btw, whoever you go with, getting the uti down will help.

Well, may do a CLI at 91 days which might be up to 3x. Yes, pretty common but not a guarantee....

The only thing is if I'm applying primarily for Balance Transfer then that's 3-months off the intro APR period before I can use the additional credit limit for BT. I generally use my Navy Signature for a purchases with 2% on everything and 3% on anything travel related without having to book through them. I know there are cards you can eek out some more rewards than that, but overall it's an above average reward card that's simple to use. I like the Amex Everyday over the Citi Double Cash as once I paid off the BT I wouldn't bother using that card at all since my Navy Sig has better rewards whereas, except for travel related, I'd use the Amex Everyday for everything since it beats the Navy Sig overall if you spend a lot in those categories plus I have a Disney bundle so that's another benefit.
The other issue is I am self employed and just started another business that has increased my income significantly but if Amex requests a 4506-C it's not going to show that income on my past taxes.
So kind of up in the air about which. I know Citi is sensitive to inquiries and I have 0/24 so maybe I just apply them first and see if I can get the Amex right after as additional bonus. Citi from what I can tell though sounds easier to get so I could always reverse it and try Amex first. Of course if one prequals me and the other doesn't that will simplify the decision.

I've heard US Bank is notorious for giving very low starting limits ($500 frequently mentioned). Which means if I want to take advantage of a intro APR, that is basically a waste of an application if they typically start you out very low. As by the time you've got enough CLIs, the intro period is far gone.
