Who pulls from EQ only

Can anyone tell me who pulls from EQ most if not all the time when considering CC approval? This is my fiancee's best score (just pulled her FICO scores) and it is 626. Her others are in the 595 range and she needs more trade accounts.

For the most part it really depends on where you live. Citi for example seems to pull EX and EQ for most but hasn't pulled anything but TU for me.

A lot of credit unions pull EQ. Has she looked into credit unions? They can be easier to get a decent card with so long as there aren't any unpaid baddies.
