I've been rebuilding my credit for a few years. I'm pretty new to this forum so forgive me for not knowing the acronyms. I have EQ FICO 646, TU 623, and EXP 661. I've seen people with much lower scores get instant approval. I'm pretty discouraged. Any feedback is appreciated.

Call for recon. They could just want additional info. I got the same message for both of my Chase cards, I waited on the first one & was approved, and the 2nd time I called and after a manual review (which took a few minutes) I was approved. That message is not always the kiss of death.

Call this 1-877-294-7880 for an update on your application.
If they say it's been approved, you are good-to-go
If they deny you, then at that point, you ask them to reconsider their decision.
At this point they MR (Manual Review) your application.
Unfortunately, I have been denied. I asked for a recon and they said once denied by the system, they can't override the application. I just need to wait to receive my letter. Not sure why when I've seen much lower scores get approved. Very disappointing. I have 5% utilization on my revolving accounts. Should I even try again at a later time?

Yes you should try again later. Perhaps when your TU reaches 650.
Once you get in, the card will grow quickly and you get a free monthly TU score.
I have lates and collections that goodwills did not work to remove. All are paid but I know it's not the same as being removed. What could be hurting me is a credit card I had with Old Navy that is no longer reporting due to age. I think it may be backed by GEMB.
