Will a fraud alert cause issues

with applying for a card?  or a CLI?

I am cuirious because in thinking about my payment history, income, debt ratios, etc over last 9 months (all post bk), I'm rock solid.  That said, I believe no one can pull a CR without me sitting right there with an ID to prove it is me.

Could the above be the reason for a decline on a CLI at Orchard?
