Would credit card applications accept "self requested credit report" do this to prevent hard pulls
Like maybe request a copy of your own credit report, and send that to credit card companies during new card applications , to prevent hard inquiries and pulls
Is that be possible? Advice would be greatly appreciated, thank you

Welcome to MyFICO
The answer to your question is no they would not accept copies of any credit report you send them. It is too easy to edit and/or forge any document with today's technology so they will only base their decision on reports that they pull themselves.
Don't let the prospect of a HP deter you from applying for credit. The effects of them on your credit reports/scores are grossly overstated at times and any small scoring effect that they do will go away after a year. Your credit reports and scores will be affected far more by new accounts than they would from a HP.
Those HP inquiries are an import part of your credit risk profile. A person who has too many HPs in recent time may be "seeking credit" desperately and could be a higher risk to a new bank (or their old accounts). So creditors want to see how much credit you're seeking recently and use that in their decision to give you a new credit line or reduce your current credit limits.
Providing your own credit report means creditors won't get this valuable insight.
Of course, a person with an 800 FICO score who has many inquiries is far less risky than someone with a 600 FICO score -- inquiries matter less the more perfect your credit is -- but those who do a lot of hunting for new credit are still a risk and creditors need to see that.
Would credit card companies accept your self requested credit reports for new card applications even if you just requested a very NEW report as new as TODAYS report?

No they wouldn't. As I said in my first reply, they will only go by reports that they pull. User submitted reports would never be accepted no matter what date shows on them.
