When upon approval for my chase and amex cards I called customer service to ask questions. it seems to me when i call chase and amex the reps tell you what state they are calling from off the bat and i can understand them. cap1 doesnt say where they are from and i can barley understand them...
I'm fortunate enough to have never carried a crap1 ...but I agree, Chase and AMEX reps are fantastic! From my experience, they're easy to understand, friendly, well-trained, and work hard to solve my problem.

Capital One is for sure out of states unless you ask for Manager and then I think it bounces to states.
Amex is usually Arizona
not sure Chase but in states for most things I believe.
Never had a Cap 1 either, but so far I've had good experiences with US Bank, Citi, Chase, and Amex.
