I applied for this back in December last year and instant approval for 1000. The score was 685. No negatives, just a short history of twenty months and only two accounts. Your wife should have no problem getting it unless she has a lot of credit with Chase already.
Personally, I am not to in love with Citi Thank You points since they have to be redeemed for giftcards to get a 1:1 ratio and even then sometimes it is not. I think the Chase Amazon Visa is a lot better. It even gives 2% back at drugstores which I have not seen on any other card.

I would say that the Chase Amazon Visa is a "prime" card. It can be used anywhere and is issued by the largest bank in the United States.
