This restaurant I go to from time to time accidentlally charged me twice on my card. Should I call them up and ask for a refund or just talk with my credit card company? It was around a $30 charge.

Just dispute the duplicate charge on your credit card's online account.
I'd call the restaurant first, and give them a chance to sort it out. They'll probably get it taken care of.
It may be silly on my part, but if it was a place I go to occasionally, I would be concerned that if they got the chargeback without explanation, it could create an awkward situation next time I returned.

It's happened to me before. It was the system that the resturant used and that day it happened to trigger a double charge. So, between calling the bank and the resturant I ended up just wating for the charge to clear. The second charge was not a valid charge and never actually posted to my account as a charge.

Agreed, sometimes sorting things directly with merchant can be easier than disputing through bank. The merchant is likely to have a better clue of the situation if they get a chance to talk directly with customers.
Did both charges post or are they pending? Duplicates happen often but generally only 1 will actually post. If both charges post than start with the restaurant.
The restaurant will likely claim only one of the two charges, with the other falling out of pending. You shouldn't have to do anything, but if you feel the need to ask, call the restaurant.
There's nothing to dispute until charges actually post.
Call up the restaurant during off-peak hours. Ask to speak to a manager that can resolve an accidental double charge. Explain, get refund.
Ideally, you'd only need to dispute it through your card if the restaurant or store refused to work with you. Any reputable business will work with you.
By disputing it with the card first it can potentially hurt the restaurant's merchant account. Especially if it's a small/local business, give them a chance to resolve what's probably a simple thing to fix.

I've seen this before with my own cards, and I've never had the duplicate to post. Most often I've seen it with restaurants that take tips.
Give it a few days, and it will most likely be fine.
