Oh...I'm sorry. I  misread your original post.   You really want to have $0 CC debt when planning to refinance.  That increases one's chances of getting the lowest rate.

so is it better to pay all of the other cards off and have 2 cards at 45% untilization then to pay off all of the cards and have one card with 75% utilization?

Carring a small balance (>10%) on one card can give you a slight FICO boost.  Are you saying that banks would rather see CC Debt at absolute zero instead of a 10-15 pt score lift?
