+1 had my HSBC that cap one took over reduced awhile ago through the EO. Last time I asked them though they told me I'm already at the base rate (lowest they could go) which for the card in question is 14.99% which isn't horrible that being said though the rep did give me a promo of 10.9% apr until Apr or June I think it is... so yeah you should be able to especially if you have the card with them for awhile.
I'm going to have to talk to the EO in a few months. Today I tried to get my QS which is still carrying the APR from the Journey (24.90%) lowered through online chat. He took a look at offered me the fantastic offer of lowering it to 21.40%, or something around there, for 7 months. I think they do the temporary lower quite a bit. I passed. This card is SD.
I"m going to wait then get a little more pushy with the EO in about 6 months.
