If you take a pre aprroval does it lead to a HP?

Yes it does with most lenders because they SP you to get a glimpse of your overall credit. When you apply they have permission to dig deeper and determine your interest rate and credit line. Some lenders like PenFed give preapprovals and approvals with no HP because of current relationships. But all cases are never the same. YMMV
