yes, but if you apply for the CSP/CSR while currently holding one, you'll be denied the bonus, so you'll need to PC out of one if you're currently holding it and PC back into after you apply

Chase's 5/24 rule is still very much a thing despite reported DPs of approvals to the contrary (which are limited).   While there are always outliers and exceptions like seen most commonly with the Amazon Prime card,  for most people being at or above 5/24 is an instant denial.
