I recently received a citibank credit card 0%APR for like 15 months with a $4000 credit limit but only like $1200 cash advance.
I'm looking for a credit card that I can transfer the entire credit limit into my checking account. What's the best credit card available right now that offers this or something similiar?
If there are no credit cards that offer credit limit transfer into checking, then is there anything else I can do?
Have you considered a personal loan?

No one allows cash advance to checking.
If you are asking about lenders who allow BT to checking, Citi is one of them. How much they will allow you to BT is different from cash advance maximum (which you really shouldn't use unless it's CU card with low APR since there is no grace period, fee, and higher APR).
I believe Disco also gives that option.
Additionally, lenders who tend to mail BT checks are fine with you deposting them in your checking account.
As was mentioned, Discover definitely does this. I also was able to do this with Capital One (QS), except they mailed a check for me to deposit. It wasn't an offer check I received out of the blue, but one of the options when requesting the BT online.
Edited to add: the 'entire' balance may not be available based upon your profile from what I've seen. Also, the BT fees will come out of your limit as well and lower how much you can actually receive.

On the cash advance side, I think the vast majority of institutions where cash advance limit = CL are CUs rather than banks. (Which is different from saying that the vast majority of CUs do this!). But as @Remedios indicated, you rarely want to do a big cash advance if you don't absolutely have to!

Discover balance transfers can be paid into checking account.
Some credit unions have cards with no fee cash advances; you can go into a bank, do a cash advance on the card, and then deposit it into your checking account.
Some even allow online cash advances directly into your checking account; those I know of are BECU, Unify, Vantage West, NFCU, and DCU

Get a line of credit at a bank or credit union... then advance the amount you want and pay it off with a balance transfer.

Both my citi DC and CC are offering Flex Loans for the full credit limit at reasonable rates, I believe with no fees. Can be transfered into checking in one to two days.
Yea you probably don't want to do a cash advance for the full amount of your CL, even if they'd allow you. It'd be a lot of money in fees and interest, *and* it would raise red flags.
A better option as mentioned above would be those Citi flex loans, or a personal loan at another FI.
