This is normal. Each CRA has its own preferences for what it thinks is good credit history, and what it thinks is bad. EQ penalizes lates, EX penalizes inqs, TU wants you to have a mortgage and loves it if half or fewer of your open accounts (all accounts, including mortgages, etc) report a balance.
Some people do have scores close together. From what I can tell, they tend to have pretty clean, middle of the road reports. But for the rest of us, well, look at my crazy EQ. Nearly identical reports, too.
There is a new non-FICO score that the three agencies got together on, called Vantage. It uses info from all three reports and runs it through only one formula, therefore only one score. Some lenders are starting to pull your Vantage score, but they are also pulling the FICO's as well, probably because Vantage is such an unknown. HTH
