You can't DV an OC, they aren't required to comply. Only DV a CA.
 
What day did you get the letter back? I'm guessing 2-22. Because I had a few returned and had to sign for them and it shows them delivered as they day I signed for it. My green card wasn't attached b/c someone actually signed for mine and then it was returned. I signed on the computer screen thing-a-ma-ja-bob at the PO. I got notice today that another was returned, I'll see if the green card is still attached tomorrow when I go pick it up.

I just got it back Mon Mar 10 and I had to sign for it @ the PO.

Maybe someone did sign for it and then realized the company it was for was no longer at the address. I am assuming that is what happened with mine.
 
I use to pick the mail up occasionally for my employer, we would have LOADS of mail, as we were the largest company in our field and did catalog orders through the mail. We would get registered/certified letters and we were told just sign, don't take time to see who it is addressed to.

After work yesterday, I already sent another letter to the address listed on the CA's website.  It is a very small amount, less than $50.00.  I don't mind paying it to get it off the report.  If this one is returned, I now know to contact the CRA.  I should have waited to hear some additional responses!
