I got a call from 1-800-955-7070, and the man on the other end said they were a debt collection agency and that I owed money. He proposed consolidation while requesting credit card details. When I googled the number, I found this page that said it was Capital One. Is this information accurate, or is it just a spoof call?

If he's asking you for credit card details, then it's clearly a scam.
Yes, it is a scam, and after much searching, I discovered that many other people have also received calls from this number asking for personal information.
I have worked in telecommuncations for over 20 years. Spoofing caller id is simple (I can spoof caller id with Skype). I always tell callers that I will call back in myself, hang up and dial the number on the back of my credit card. Spoofing caller id is easy, to hack the routing of phone calls for an established number is a lot harder.
If they're asking you for credit card details, it's a scam.
