I failed to mention that I do have a cap 1 card that I was preapproved for. 250 limit. Later raied to 500.  
 
Is there even use in getting a secured card on top of that one ? aside from a few checking accounts and store cards ?

*NCO is a horrible company to deal with (in my experience). DH had an account that went there - that they never should have had because the bill had been paid. We took care of it the first time and a year later the same (non) account popped up on his CR again.
 
As far as the card is concerned, I would personally opt for a store card before I would go for an unsecured or one that has a fee. Did you try household bank?  You can check your preapproval status on their site so that you don't actually get your credit pulled to see what you could get.
