Is the date of first delinquency. The date to start counting off the seven year time period. I truely hope so

So 11/2008 this will have to come off by law.

What reason did you use for the dispute?  Will OC not GW this? Looks like this was pre-HIPAA but you can always investigate that for loopholes.
