I had the letter send under an hour after I found out-

Unfortunately - not retro.  I personally think they 'can' access your report -- just not as a hard pull because they are not extending you credit initiated by you.  - soft pull as much as you want  MR/MS CA  just don't make it look like I am looking for credit.
 
I am thinking there may be a link between the hard pulls people are experiencing and having opted-out  - they can't 'soft' because they are not already on the CR so they might turn around and hard pull.  This really 'might' be something to track.

Actually- It should be retroactive-
Ignorance of the CA is not an excuse in court.
 
I have YET to find anything in FCRA or FDCPA that makes ANY distinction between a "Hard" and a "Soft"

What makes you think it is a parking ticket? If it is paid why would they put it on your CR's? Is it just on EX?

Well I have not had any tickets or any criminal items-
What else could PHOENIX MUNICIPAL COURT be?

Pretty sure this does not qualify as a credit transaction-

I user Credit Secure from AMEX- this gets beamed over to them

Maybe it is a library fine or something. Maybe someone used your name to get a library card. Can you go to you city's web page and type in your info to see? Luckily it is not a judgement, coming form the court and all.

I really can not see your city going out of the way to put a fine that is already paid on your CR.
