Credit Issues delinquent account, Chase Freedom Visa rejection etc

I applied for the Chase Freedom 'Visa card  a couple months ago and was denied.  I have a delinquent acct with Macy's.  It took I think about 4 mos to pay it.  I had a $20 bill and forgot about it.  it balloned up to I don't know.  anyway the late fees were taken off for some reason.  could this have any effect on my Credit score?  from looking at the credit report from Experian as of today (30 day free trial on this site) it takes into account the delinquent account which includes 2 late payments.  anyway my fico score is 647 which is higher than 25% of the population.  My transunion credit score on a report dated 7/15/07 was 773 which is the 49th percentile. reasons for the difference in score? can the scoring systems be that different or is it something else? the only difference now is that at the moment I have a high cred balance 2600 out of a 4800 limit.  does it make a difference as far as credit score if you pay off the minimum balance vs paying off the whole balance because I may have to do that this time which I have done once or twice before.  thanks in advance for answers.

High util will make your fico scores go down,  paying in full or keeping below 10% util seems to help your scores.  I stay between 1-3 % util to be safe.  Tks Vicki
