So I am wondering if there is credit card companys that will approve me on the phone most times I get denied online is there any with better odds when I call if so which ones and what are the phone numbers.
I do have credit cards but most are annual fee credit like cap one, merrick bank, milestone, fortive and target
most my cards are very low CL and been working on my credit for 16 months now with all ontime payment
Do a site search here for 'recon' numbers, reconsideration contacts, and 'backdoor' numbers. Those are the ones you'll need to access people.
Also contact the credit card companies that you already have cards with.. sometimes they will product-switch/product-change you to better cards after a period of positive payment (capital one did this for me).
As to odds, I'm not sure which is better. But.. at least you're trying.

My suggestion is that you start looking into credit unions, and join a good credit union.
Also you should stop making applications without a plan.
You should give us a rundown of what you've got now, with limits and balances, and let us know your scores, and we can try to come up with a strategy.

Whatever happened before the rebuild may be a crutch at the moment. Like @SouthJamaica posted. List out the accounts. You can add any baddies and maybe theres a way to clean them up at the same time.
Credit cards I have

i have been doing all my ontime payments for 15 months now but doesn't seem to be doing any better for my credit score I have not got 1 CL from any of my cards
Which credit union would be a good choice to look into?

I would look for credit unions which are restricted to your geographical area, or to people who work in a certain employment group or industry that includes you. Those types of restricted credit unions are the best ones to get in with.
Pick out a few that look nice, and seem to have good products, and then email them and ask them if they do a hard pull for membership.
If they don't HP for membership, apply for membership and a savings account.

Right now I wouldn't apply for anything other than the credit union membership. I would just try to manage the revolving accounts that you have so that
-capital one reports a $20 balance each month before you pay it off, and
-the others report zero balances
And I would send verification letters to the credit bureaus, to try to get the negatives dropped.
