Credit reporting while having a freeze

Not sure if this is the correct place to post this question. But can a new account report to the agencies when you have a freeze on your reports?

Thanks for the replies. So it only prevents new credit being extended? Does it prevent SP from random promotional companies that you don’t have a history with?
