Debt Validation

I'm confused.  I am in the process of sending DV letters and PFD letters.  What are the steps? Do I have to dispute first with the credit bureaus, then send the letters? And I'm supposed to send everything certified mail? Also, they are supposed to respond within 30 days.  What if they do not? Please help!
