I sent a certified letter to Experian disputing four items. I received a letter on yesterday stating that it will not be investigated because they came to the conclusion it was not sent from me and if I felt it was an error then call them. I called and after verifying it was from me they will now start the process of my dispute. I've never heard of this before. Does the thirty days start from the day they received the certified letter or from the conversation I had with them yesterday?

Yesterday in this case.
Unless they were being totally unreasonable or arbitrary, it is to your benefit that they confirm identity prior to initiating any action.
They dismissed the dispute, so no, the date of original receipt is not the date that begins their reinvestigation period.
They have 30 days to complete their reinestigation, and an addtional five business days to put their Notice of Results of Reinvestigtion in the mail.
