Experian scores not going up

Tu 613 EQ 608 Im elated about these scores I know they are not good scores but I started in low 500's. Experian has the same info nothing different and its not budging. The only thing is I have 12 inquires on it could that keep it down that low?

Mine hasn't budged much since Dec. 07. I'm hoping that continual decline of utilization and ontime's will push it into the 600 club by June 08.
