I pulled my free credit reports at some time in the past. Is there any way to determine when I pulled them? Note: this was before I paid attention and was an idiot or I would know when I pulled them if I saved them!!!

If you are talking about the pull from annualcreditreport.com you can simply go out to the site and attempt to pull your reports again. If it has been more than a year the request will go through. If it has not I seem to remember that they tell you when you are next eligible for your free reports. Barring that you could attempt to contact the bureaus by phone. There are contact numbers in one of the stickied threads.
If I remember correctly you are also entitled to a free report if you applied for and were turned down for credit in the last 30 days.
Yes, if you applied for credit and the creditor based their decision in part on your CR, then they were required, in their denial, to have advised you under the risk based pricing provisions of the FCRA, of the name of the CRA they used. You can then send the denial letter to the CRA and obtain a free credit report from them.
The consumer must initiate such requests.
You can also get a free copy if you experienced adverse action like a CLD or rate hike.
