CLI SPs will go through since you already have an account open with the issuer. Pre approvals may not if you don't have an account open with the bank in question.
Last month I happened upon the Capital One pre-approval page, and even though I had no intention of opening a new account with them, I tried to see what would come back. I was bored.
Anyway, instant denial of any offers.
Knowing something was afoot, I didn't care much and just waited until I got the letter in the mail, and it stated it was because my credit report was frozen.
Well duh, I know that, but assumed it would work since I've had an open account with them for like 8 years.
