Got CA letter in mail - questions

Ok, I had posted in another thread about a new CA reporting on 2/8 report I pulled. It wasn't there on 2/6.
Anyway, I get a letter from them today.

Dated 2/15/08

Your balance with our client still remains unpaid. We sent you a first notice which included your rights under the Fair Debt Collection Practices Act.

Do not evade this request which may let your name fall into the category of unpaid bills.

Call our office and speak with one of our professionally trained staff or send the above balance to our office to stop all collection activity.

This is an attempt to collect a debt. Any information obtained will be used for that purpose.

**This account may be reported to major credit reporting agencies.**

I never recieved the "first" notice. And on top of that, it has already been reported to all 3 CRA as of 2/8/08.

It is only $144, I would be willing to pay this amount to the OC for deletion. Do I send the Hipaa insert A with payment to the OC? Will that get it deleted?
Another note, this is not out of SOL I dont think.

Note: I apologize for quite a few messages lately. This stuff is really overwhelming and I'm trying to understand it all. It seems like once I think I have something figured out, I read something else and I'm confused again. LOL I think Im going to start tackling these things one at a time with your help and once I get the hang of it, get started on Dh's too.

I would send them a DV letter and state in it that this is the first notice you have received concerning this alleged debt. Or if you would like to pay send  a PFD to the OC. Or you can send both just to cover yourself all around.
