Amex requires a soft pull for a CLI. Discover requires a hard pull for a CLI. What do some other banks require - Chase, Capital One, Citi, PenFed, etc.?
Also, does a bank get additional information doing a hard pull that they don't get with a soft pull? If so, I understand. If they can get the exact same info doing either, why would they choose a hard pull over a soft pull when it dings the customer's credit?

The first question is best answered in the Credit Cards board. You'll see several posts on the topic. Be sure to look for tips and quirks. Citi, for example, will pull a hard if you click the CLI link and fill out a form, but will hit with a soft if that form isn't present. YMMV based on creditor (e.g. calling vs. online, if this link appears and doesn't appear, etc.).
They can get the same information I believe. For example, I had a creditor give me my TU FICO when they pulled a soft. I think PSECU pulls a soft for their free EX FICO service. The only way they can provide that is if they had all the info you see on your CR. I think the concept that CCCs follow is that a request for a CLI means you are applying for additional credit and therefore a hard inquiry must be placed to satisfy reporting requirements.
The only limitation on information received from a credit inquiry applies to so-called unsolcited promotional inquiries. FCRA 604(c)(2) limits such inquiries to your name and address, and prohitis the reporting of an consumer account information.
Other than that, all other types of inquiries, whether or not they are coded as hard or soft, get the same, full access to your CR.
