Not that I'm aware of!

Even when you request a CLI and they *may* need to do a hard pull, they require your consent before doing it. I can't imagine that it's okay without your permission any other time, either.

Of course, you can always freeze your reports, which will prevent any HP; I keep mine frozen as a matter of fact since experiencing credit fraud a few years ago, only unfreezing when absolutely necessary.

Good question.  I have been wondering that, too, because I had PFCU do that.  Really made me mad since I had only one HP that comes off in this month, and then I would have had no HPs.  Have asked PFCU to pull it since there was no reason to HP, but haven't heard from them yet.

It's not really driven by "whenever they want". It's driven by permissible purpose (PP) as covered by the FCRA and the lender's CCA, for instance. Typically, lenders have permissible purpose for the inquiries, but it depends on the situation, transaction, etc. Although, it's rare to see any financial institutions HP nilly-willy 'just because'. However, after the account is established, the permissible purpose (PP) is for internal account review, which the CRAs code as a soft pull (usually).

The language of the relevant CRA permissible purpose to provide a credit report is as follows:

FCRA 604(a)(3)(A)

"to a person which it has reason to believe intends to use the information in connection with a credit trans-action involving the consumer on whom the information is to be furnished and involving the extension of credit to, or review or collection of an account of, the consumer;

FCRA 604(a)(3)(F)

"to a person which it has reason to believe otherwise has a legitimate business need for the information (i) in connection with a business transaction initiated by the consumer; or (ii) to review an account to determine whether the consumer continues to meet the terms of the account."

So, did you lock your CR as you accepted the offer? Or, when did you lock your CRs?

And, based on reported DPs about the Apple Card (i.e. CLIs), Goldman Sachs doesn't HP later or with subsequent requests. Could they change their internal or UW policy, maybe. Will they do so anytime soon, highly unlikely.

I unlocked my report on Monday and checked got the offer   but did not accept my report auto locked on Tuesday  I went back into wallet today to add my debit card and saw I still had offer  I'm thinking of buying a mini 6  so I accepted offer ... they added card to my wallet with the 8k limit ... then I get a alert from Trans union this after noon telling me they blocked a pull .. I did call Goldenman and advised them this the rep said my account looks good on her end  that if I have any problems call them back

I didn't do it intentionally  so no clue if a hard pull will eventually show up or if they will close the account

I found a mystery hard pull one time from TD Bank. I did not request a CLI, or seek new credit from them in that time frame. I called TD bank and they could not explain the hardpull so I disputed it and it was removed. Good luck to you!
