So what I have found is strange is that Capital One pre approved me for Quicksilver and Saver for good credit. However, Amex won't approve me for the Blue Cash Everyday. They keep saying insufficient credit history. How long of a credit history is Amex looking for for the Blue Cash Everyday and how much are the looking for for their charge cards specifically the Amex Green

I see that you have less than a year. So I guess you should wait until you have more than a year, then apply again.... if you really need another card.
I have a 795 EXP and 803 TU with about 2 yrs average age and oldest account 15yrs. No bankruptcy, derogatory accounts, No lates and no COs or Collections and about 105k available credit with multiple high limit cards. My inquiries are low 2-3 and all approaching 1 yr old. AMEX has denied me for everything and pretty much told me to F Off
While Ymmv, I'd say your profile is exactly what they're looking for. It appears they like profiles with bankruptcies, charge offs and collections with low income. Also profiles that are young and thin with high utilization and DTI. If you fit that description apply away they will give you the world
I would garden on your current cards for now and let inquiries age off. 27 total inquiries is a very high number for 10 months of credit history.
Capone is tricky. I tried pre for savor. They went with savor for good credit, no sub. I wanted savor for excellent credit and a sub. They call it the same card, but different terms. With anex (and most banks) you either get the card or not. In your and my case, Capone preapproved the card without the sub bene, which is the only reason I wanted it. B@$tard$!
They suck too, and not in a good way.
