I have an IRS lien that just expired and I have two questions.
Is it true, even if it is unpaid, will is it only permitted to be reported by the credit bureau for 15 years?
Will the IRS continue keeping my refunds after the Lien expired? I thought someone might know the answer.

Unpaid liens stay on the CR indefinitely, paid stay for 7 years, I would assume that expired follow the same rules as paid - but could not find anything in the FCRA.
The only way to have it drop is to remove the record of it. If the recorder of deeds in your county agrees to remove the record, then the CRA should remove it too. Don't ask me how to remove the record.
If you have a debt with the IRS I would assume that the IRS can continue to collect money only until the Statute of Limitation expires - which is ten years from when the liability arose (or when you defaulted from an offer in compromise - which extends the SOL). So, unless you were convictedof tax fraud or defaulted on a offer in compromise within the last ten years, you should be free from both the lien and the debt.
