I just switched back to regular phone from cable phone to save $40 a month (wouldn't even have a landline if my in-laws could remember to call the cells) anyways since we hadn't had a phone with the local phone company in 10 years they did a credit check, which the CSR assured me would be a soft pull, but today I got a FICO alert and my score dropped 7 points.  At this point I cannot afford to have my score drop 7 points and if I knew it would be a hard injuiry I would have said forget it and let my inlaws got a few this line is disconnnected messages.  From the message above am I reading correctly to call the phone company and have the injuiry changed to soft (which I was told it would be) from hard? Thanks in advance.

Dispute the inquiry as fraudulently inquiry. I have had success with Equ online dispute for the same scenario, and the inquiries were removed in a couple of weeks, not longer then 30 days.
