I'm not saying it's not possible, but with weaker profile, Barclay can go in the other direction and close the card if they feel there is excessive credit seeking there, especially four days after approval.
Anything is possible though, and data points are always appreciated.

Not enough information to say. Those that replied "yes" to the OP's question above, you have no way of knowing that without him listing out all of his accounts with balances.
For example, he may already have another maxed out card or two, so taking another to maxed out status could possibly result in no score loss due to already incurring maximum penalty for individual card(s). With the limit being tiny ($500) relative to his overall limits, the chances of crossing an aggregate utilization threshold is very small, as aggregate utilization only shifts about 1%. Again, without seeing his balances and limits all listed out there's no way of knowing, but it's possible that he'd see no score drop at all from the maxing out of this card.

Util says 4%. Assume balances in total around $1700.
I lost 40+ points maxing out a card which brought my total utl to around 6-7%. A maxed card is a maxed card. but I didn't care. OP seems to care.

THIS ^^^^^ Too many Inquiries/New accounts opened in a short time span will make you look riskier...
Let the accounts marinade. Get CLIs from existing accounts.
LOL...I mean CLIs from accounts that have been opened for a while....not the RECON on the UBER
