Medical Collection Question.

If it says on my CR that collection agency MHFS was hired to collect a debt of $20 originally owned to XXX hospital on acct number xxx, is safe to think that the collection didn't actually own this account.  If so do you think it would work do a hipa letter and how do I do one, who do I send it to, the hospital or ca?

Do a HiPAA letter to the hospital - both the accounting/finance dept and the legal dept - and throw in the consumer advocacy dept
