Trying to kill 2 or 3 birds with one stone. Amex TE is due to close and I need a Visa to replace it for Costco runs. Am also interested in a PLOC to smooth out month to month income flucuations that happen from time to time due to the nature of my work. I don't need it at the moment, but it's a nice backup plan for those occasions where things are tight.
I was going to apply for a combination of Visa Platinum and a PLOC at DCU where I've been a member there for the last 2 years. Several here have recently mentioned DCU as giving PLOC's, but that doesn't seem to be the case. They had something called Advantage Credit Line, but that ended 2005.
Aside from PenFed, are there any other CU's I should be looking into for good terms and limits on both cards and PLOC? (Massachuesetts resident, non military here)
NASA FCU..CC and PLOC are possible on a SP from EX.
Navy FCU is another.

I belong to both DCU and Nasa. I like both for what I have with them. I have Nasa because of the PLOC and also have checking and savings there that I use minimally. DH has a car loan with DCU, we have joint checking and savings, I have a separate savings and a Visa.
DCU does a HP for both membership and CC, I believe. I didn't apply for the CC, I just took it when offered. Particularly since you're in their area, I'd say go ahead and open something with them, even if you don't got for a CC right now. You can park $500 in savings at 3% (which is one reason we have two savings accounts there). If you're just wanting to be positioned to get a Visa when Costco requires it, that could be a solution. Overall I really like DCU, their service, their website, their phone app. And when I deposit a check by iphone, it's there the same day or the next. Very happy with that.
Nasa is...interesting. The website looks like it's from 2003 and the iPhone app looks like it's for the first generation iPhone circa 2007. They still have a separate app for deposits on the iphone, that's separate from the regular app (my local CU moved on from that several years ago). When I do deposit a check via iphone, they hold it FOREVER. (I'm going to change my direct deposit to have some go there. It appears it's easier to get money out of there than into there.) But, they approved me for the max PLOC at the min rate with no HP. Can't beat that. They did ask to verify income and there some glitches getting it to them that was partially on my end but more due to their fragmented and outdated systems.
Would I use Nasa as my only financial institution? No. Am I happy with them? Heck yeah.
(Note: They do sometimes HP and have been known to rescind offers, so like most things YMMV.)
