I live in Michigan and one of my utilities reports monthly but it's always a zero balance due.
The only thing I can think of in your case is that they are reporting a month late. You can confirm this by reviewing your last few statements and compre to the amount being reported.
In any case I suggest calling them and asking what's up?

FICO scores on March 4, 2015 after being approved for mortgage and buying the home, the mortgage isn't yet reporting.
