My SL servicer lost a disc with my information on it, and I called the CRAs and had a fraud alert placed on my file, which was done at no cost. If I recall correctly - it's been a long time since this happened - this effectively had the same effect as a credit freeze, as it was impossible to get instant approval for any credit cards.
A "freeze" on a consumer credit file is provided under state statutes. I would contact my state consumer affairs office that oversees financial matters, and ask them for the requirements and process in your state.
You can obtain a fraud alert under FCRA 605A, which basically requires a credtior to obtain direct permission from the consumer prior to granting any credit under his or her name, simply be calling the CRA and requesting one. Intitial fraud alerts only last for 90 days, but may be converted to an extended fraud alert by sending the CRA a copy of a police report that substantiates the consumer reporting of potential fraud.

I believe I read it on EX security freeze website that if you can prove (police report) that fraud is there it is free. look up experian security freeze on google.
