Notification of the call being "an attempt to collect a debt" required?

I know that if a CA calls you, they must state that "this is an attempt to collect a debt and any information will be used for that purpose"...........my question is if you call a CA, are they still required to say this?

I recently placed phone calls for family friends to two debt collection agencies without initially knowing for certain that was what they were.  Caller ID is pretty vague sometimes. Smiley Wink
 
When I called these places, I initially was greeted by an automated system and the recorded message did specifically identify their "role" as a debt collector and made that statement.  I don't know if it is required or not, but it certainly appears that the more "legitimate" organizations will do so.
 
I'm sure that others will report varied experiences.

I do not call CA's-
Most put this blurb in their call routing anouncement-
