Notification of the call being "an attempt to collect a debt" required?

I know that if a CA calls you, they must state that "this is an attempt to collect a debt and any information will be used for that purpose"...........my question is if you call a CA, are they still required to say this?

I recently placed phone calls for family friends to two debt collection agencies without initially knowing for certain that was what they were.  Caller ID is pretty vague sometimes.

When I called these places, I initially was greeted by an automated system and the recorded message did specifically identify their "role" as a debt collector and made that statement.  I don't know if it is required or not, but it certainly appears that the more "legitimate" organizations will do so.

I'm sure that others will report varied experiences.
