OC agress to PFD

I spoke with the OC (library) manager and he listened to my story that I was out of the country and never received any notice of the overdue items or the bill.  He told me that one of his people would contact me with his decision.

Well i just got an email stating...

"I would like to inform you that we can start the process of getting accounts cleared with payment. We take charge payments over the phone or you can visit any our Public Library location to make payment. Please let me know when payment has been made so that I can begin the paperwork"

I then email him back and asked if i could have this leter prior to me making the payment the payment, but have the letter stating "after full receipt of payment". 

His reply;

"Only after payment, I can provide you with a copy of the letter that will be sent to Unique to expunge account. Letter will have all the information needed (Name, Current Address, Last Four Digits Of SSC No., Current Phone No.) for account to be expunge."

Now my question for the pros;

This OC (library) is a 4 hour drive from my house. And I would like to get this letter when I pay. I am willing to drive there but would rather not if I don’t have too.

 Do you think that I could rely on this OC (library) supervisor to keep his word if I were to pay by credit card over the phone?

an email can be traced to exactly what computer it came from - so showing origin is not a problem.  The problem lies w/ UNIQUE - the library must pull back the account and they need to quit reporting.BTW, library fines are specifically NOT  covered under FCRA and FDCPA  standard DV and such.  They are considered a 'public' debt like taxes.
 
Personally, I would risk paying even by charge (have him fax the letter to you or email it as a PDF with Sig)... the manager is agreeing so unlike my OC is not contrary.

The amount that is owed to the library is for a DVD that was never returned.
 
Total balance is 44.95 dollars
 
24.95 for the DVD
10.00 for restocking the item
10.00 collection fee
 
i Idont know if these aere considered fines or fees, but either way i think i am going to pay of the phone with CC.
 
If anyone else has any input i would be greatful

Ditto to Lady's comment. I had a classmate who prepared cases for argument in front of VA's Supreme Court on this very topic: electronic communications and digital sigs. Quite admissible.

That is correct.  I remember reading about this and lobbying for policy just for this very issue in Virginia.
