I spoke with the OC (library) manager and he listened to my story that I was out of the country and never received any notice of the overdue items or the bill. He told me that one of his people would contact me with his decision.
Well i just got an email stating...
"I would like to inform you that we can start the process of getting accounts cleared with payment. We take charge payments over the phone or you can visit any our Public Library location to make payment. Please let me know when payment has been made so that I can begin the paperwork"
I then email him back and asked if i could have this leter prior to me making the payment the payment, but have the letter stating "after full receipt of payment".
His reply;
"Only after payment, I can provide you with a copy of the letter that will be sent to Unique to expunge account. Letter will have all the information needed (Name, Current Address, Last Four Digits Of SSC No., Current Phone No.) for account to be expunge."
Now my question for the pros;
This OC (library) is a 4 hour drive from my house. And I would like to get this letter when I pay. I am willing to drive there but would rather not if I don’t have too.
Do you think that I could rely on this OC (library) supervisor to keep his word if I were to pay by credit card over the phone?

That is correct. I remember reading about this and lobbying for policy just for this very issue in Virginia.
