Only CA is on CR, can I send PFD to OC?

I have 2 accts, one medical, one utility, and on CR it's listed by CA as Collections Accounts.  They are valid, and small amts I'm willing to pay, but I'd like them removed so I wanted to send PFDs and was wondering who to send them to, the CA or OC? 
 
I called one CA and he said I could pay the OC but they would just forward pmt to him and he's update CR to paid, but they couldn't remove it since it's a valid debt. 
 
These are from 2001 and 2002.

call the OC and ask if they sold the account to the CA. If they did  NOT,send them a PFD and in it add: They (OC) will notify the CA to delete all reference to the account with the CRA.
 
The letter that they send to you MUST include the delete part.   YES  they can have the CA delete!
 
If they sold the account...DV the CA  CMRRR     after they answer you, send them a PFD CMRRR
 
What is your SOL??

I'm in AZ, and I'm not sure what the SOL is...I don't know what type of contracts these would fall under...Thanks for your help!

Im sorry im not sure either. It will be either 3 or 6 years
